Local Regulations You Should Know

Retaining Wall Permits — Engineering Required for All Permitted Walls

Walls over 1.22m (4 ft) require a building permit with full P.Eng. design, field reviews, and sealed plans. The 45-degree stepped wall rule is unique to Chilliwack: if any wall in a series extends above a 1:1 slope line from the base of the lowest wall, the entire series is treated as a single wall requiring engineering.

Fence Heights — No Front/Rear Distinction

Chilliwack allows 2.0m fences throughout the lot with no separate front, side, or rear height limits. Fences over 2.0m or masonry/concrete fences over 1.2m require a building permit. Barbed wire and electrified fences are prohibited in residential zones.

Tree Protection — Development Only

Tree permits are only required during development applications, not for existing single-family homeowners doing renovations. Protected trees are conifers over 2.5m height or deciduous over 6.0cm caliper. Penalty is $2,000-$10,000 per offence.

Fire Pit Rules — Gas and Propane Only

All open burning is banned on residential land. Gas and propane outdoor fireplaces and heaters are permitted year-round with no permit required. Charcoal grills and barbecues are also exempt. No wood-burning fire pits, chimineas, or fire bowls.

No Lot Coverage Cap on R1-A Zones

Chilliwack's most common residential zone (R1-A Urban Residential) has no percentage-based lot coverage cap when fully serviced — floor area ratio (0.6 FAR) is the sole constraint. This gives more flexibility for hardscaping layouts compared to most Fraser Valley cities.
