Whistler is a world-class resort municipality in the Coast Mountains -- home to Whistler Blackcomb, the 2010 Winter Olympics, and a permanent population of around 13,000 that swells past 40,000 during peak season. From the pedestrian Village core to the estate lots of Nicklaus North and the local neighbourhoods of Alpine Meadows and Emerald Estates, hardscaping here must meet a standard that international visitors compare to Aspen and Chamonix.

The terrain is mountain valley between Whistler and Blackcomb mountains, cut by Fitzsimmons Creek and bordered by Green Lake, Alta Lake, and the River of Golden Dreams. Slopes are steep, soil is rocky, and snow stays on the ground from November through April in most areas. Freeze-thaw cycles, spring melt drainage, and snow load are not abstract engineering concepts here -- they are the conditions every surface has to survive. Heated walkways and driveways are not luxury upgrades; on steep grades, they are safety infrastructure.

Whistler's regulatory environment reflects the resort municipality model: strict environmental controls, PSI-based permit fees calculated per square metre rather than construction value, and the tightest retaining wall zoning limit in our coverage area at 1.22m. Tree protection carries penalties up to $50,000, and an 8x-diameter construction protection zone applies around every protected tree. We hold a separate RMOW business licence and build to the standard this municipality expects.

Local Regulations You Should Know

Retaining Walls -- 1.22m Zoning Maximum (Strictest in Coverage Area)

The zoning bylaw limits retaining walls to a maximum of 1.22m (4 feet). Walls must be set back 2.0m from road-adjacent parcel lines but can be built on property lines for non-road boundaries. Walls over 1.2m require a building permit and professional engineering. This is the strictest zoning constraint on retaining walls in our coverage area.

Tree Protection -- $50,000 Maximum Penalty

Protected trees include those over 60cm diameter, covenanted trees over 15cm, trees within 20m of Highway 99, trees over 250 years old, and wildlife habitat trees hosting raptor nests or bear dens. Construction protection zone is 8x the tree diameter. Penalties are $1,000 per tree up to a $50,000 maximum plus mandatory replacement.

Fire Features -- Campfire Permit Required for Wood

Gas and propane fire pits are permitted without a campfire permit. CSA-approved portable propane appliances are allowed if the flame is under 15cm. Wood fires on private property require a campfire permit, and all fires are prohibited during High or Extreme fire risk periods. No wood or charcoal BBQs in parks.

PSI-Based Permit Fees -- Per Square Metre, Not Value

Whistler calculates building permit fees using a Permit Scope Index (PSI) multiplied by floor area in square metres. Residential above-grade is $80-$85/m2. Retaining walls are charged at $14.89 per linear metre. Every application carries an $83.72 non-refundable administrative fee. This can be significantly higher than value-based fees in other cities.
